Samsung Galaxy S3 Mini Release may Spoil iPhone 5 Launch?

Samsung may have other plans in battling Apple's iPhone 5 launch next month. Korea-based tech giant may release a smaller and cheaper version of its successful smartphone - Samsung Galaxy S3.

A report emerged claiming that Samsung planned to counter Apple's launch by releasing two smartphones. Many anticipated that Samsung Galaxy Note 2 will be released later this month. However, new reports claimed that Samsung is also working on a device, which is the Galaxy S3 Mini.

The Samsung Galaxy S3 Mini version is said to feature a smaller screen display with 4-inch size and super AMOLED feature, 5-megapixel rear camera and dual-core processor.

The kicker is the price of the device, which is expected to be a lot cheaper than the upcoming iPhone 5. If the rumors hold truth, the mini version of the Galaxy S3 will be at par with the functionality of the iPhone 4S.

The Samsung Galaxy S3 Mini is not the only device that Apple should be worried with. ?Samsung is also rumored to be working with another variant of Galaxy S2 - Galaxy S2 Plus. However, there is very limited information leaked about this device.

Both devices are expected to arrive on the fourth quarter of this year and just in time for the holiday shopping season. If the rumors are true, Samsung will get past Apple's iPhone 5 with four smartphones under its belt.

Samsung is known for catering to various target markets and offering a wide array of devices to different walks of life. With the release of new products, Samsung wants to increase its dominance and presence in the smartphone market.

In the last quarter, Samsung dominated the smartphone market with over 60 percent of market share. And recently, Samsung released a solid iPad competitor in the Galaxy Note 10.1 tablet. Moreover, and the company will unveil the much-anticipated Galaxy Note 2 at a media event in Berlin on August 29.

Pacific residents take first official step in effort to recall mayor

Pacific residents filed a statement of charges against embattled Mayor Cy Sun on Thursday afternoon, the first official step in trying to recall him.

The Committee to Recall Cy Sun filed more than 200 pages with the King County Elections Office alleging misconduct by Sun. Among them are accusations that he has retaliated against city employees, destroyed public records and jeopardized the city?s insurance coverage.

Sun did not return calls for comment Thursday evening.

Sun has fired multiple employees, including the city clerk and chief of police. Pacific?s insurance provider has said it will stop covering the city at the end of the year.

?He was his own worst enemy,? committee chairman Donald Thomson said. ?All we?ve done is document what he?s done.?

Thomson asked the mayor to step down at a June meeting. When Sun refused, Thomson helped initiate the recall campaign.

?The mayor said, ?Go ahead, recall me,? so here we are,? said Tracey Apata, a Pacific restaurant owner who is part of the effort.

The allegations will go to prosecutors, who will file a petition in King County Superior Court, said attorney Jeff Helsdon, who represents the committee.

If a judge rules the allegations are grounds for a recall, the committee will have 180 days to collect signatures to put the issue on a special-election ballot, Helsdon said.

It needs roughly 400 of the city?s 2,400 voters to do that, which committee members don?t expect to be a problem.

Sun was elected last year, winning in a write-in campaign by 64 votes.

Should Sun appeal the decision, collecting signatures will be delayed pending a Supreme Court decision, Helsdon said.

Pacific is east of Interstate 5 between Seattle and Tacoma, lying in both King and Pierce counties. It has about 6,600 residents.

Poll position: Which Seattle sports story this week interests you most?

From our editors, here's the nightly Times sports poll.

I'm going with the Seahawks' QB battle, even though it's just preseason. Mariners are awfully close, though, but I want them to inch a little closer to a dramatic turnaround.

How about you?

JURIST - Paper Chase: Legal groups asks US Supreme Court to ...

Legal groups asks US Supreme Court to hear DOMA challenge
Max Slater at 10:31 AM ET

[JURIST] A gay rights group urged [cert. petition, PDF] the US Supreme Court [official website] on Tuesday to review a provision of the Defense of Marriage Act (DOMA) [text; JURIST news archive] that denies benefits to married same-sex couples. The Gay & Lesbian Advocates & Defenders (GLAD) [advocacy website] specifically challenged Section 3 of DOMA, which restricts tax, health care and other benefits of marriage to married heterosexual couples. The petitioners in the case are six married same-sex couples and a widower who argue that Section 3 of DOMA unconstitutionally denies same-sex married couples' equal protection rights. Earlier this month Judge Vanessa Bryant of the US District Court for the District of Connecticut [official website] ruled [JURIST report] that Section 3 of DOMA was unconstitutional, as it lacked a rational basis. In the petition, GLAD urged the Supreme Court to hear the DOMA challenge because same-sex couples continue to face economic hardships due to DOMA and the Supreme Court could resolve DOMA's constitutionality once and for all:
[E]ach of the Petitioners demonstrates existing and ongoing economic harms as well as other burdens on their valid and existing marriages. Any continued delay in the resolution of the clear constitutional question presented by this case and this petition for review only exacerbates those harms unnecessarily for these Petitioners and for all other legally married same-sex couples throughout the country.
It is unclear if or when the Supreme Court will decide to hear the petitioners' challenge to DOMA.

Last month Bryant denied a motion by the Bipartisant Legal Advocacy Group (BLAG) to stay the lawsuit [JURIST reports] pending a Second Circuit ruling in another case. Edith Schlain Windsor, 83, successfully sued the US government [complaint, PDF] in the US District Court for the Southern District of New York (SDNY) [official website], which in June also ruled on summary judgment that under a rational basis standard [Cornell LII backgrounder] of judicial scrutiny that DOMA is unconstitutional [JURIST report]. Last month the elderly New York woman petitioned the Supreme Court to expedite her DOMA challenge [JURIST report] and bypass the Second Circuit appeal. That same week a lesbian couple filed a lawsuit in the US District Court for the Central District of California [official website] in a DOMA challenge that seeks to achieve for gay and lesbian couples the same federal immigration rights afforded to heterosexual couples [JURIST report] under the Immigration and Nationality Act [materials]. Also that week 132 members of the US House of Representatives [official website] filed an amicus brief [JURIST report] stressing that the House is "not united on DOMA's validity" and arguing that statutory classifications based on sexual orientation should be subject to heightened judicial scrutiny, but that DOMA should be overturned as unconstitutional under any level of judicial scrutiny. The brief was filed in the appeal of Karen Golinski v. Office of Personnel Management, the landmark case in which the US District Court for the Northern District of California [official website] ruled that DOMA is unconstitutional [JURIST report].
