(AP) ? From self-exile in Turkey, Iraq's fugitive vice president scoffed Monday at a Baghdad court that sentenced him to the gallows for masterminding death squads against rivals, describing it as a puppet of the prime minister and saying he will not return to appeal the verdict.

The conviction of Tariq al-Hashemi, one of the nation's highest-ranking Sunni officials, rids Shiite Prime Minister Nouri al-Maliki of a top political foe while threatening to deepen the rift between Iraq's main Muslim sects as the nation struggles to achieve stability nine months after U.S. troops withdrew.

Hours after the verdict was announced on Sunday, insurgents launched fierce bombings against mostly Shiite neighborhoods in the capital, killing 92 and wounding over 360 in one of Iraq's deadliest days this year. In a statement posted on a militant website Monday, Iraq's wing of al-Qaida claimed responsibility for the countrywide attacks and promised "black days ahead." Later in the day, a car bomb exploded outside a restaurant in southwest Baghdad, killing eight people and wounding 32, security and health officials said.

Appearing alternately affable and defiant at a packed press conference in Turkey's capital, al-Hashemi maintained his innocence after being found guilty of organizing the murders of a lawyer and a Shiite security officer.

"The verdict is unjust, politicized, illegitimate and I will not recognize it. It means nothing to me," al-Hashemi, who took office in 2006, told reporters in Ankara. "But I put it as a medal of honor on my chest because it was al-Maliki, not anyone else, behind it. For me, this proof that I'm innocent."

"The death sentence is a price I have to pay due to my love to my country and due to my loyalty to my people," he added. "I'm ready to stand before a fair judicial system and not a corrupt and paralyzed one that is under al-Maliki's will and oppression."

Spokesmen for al-Maliki and the Shiite-led government could not immediately be reached for comment Monday despite repeated attempts, but in the past have denied that the prime minister influenced the trial.

The charges against al-Hashemi and his son-in-law, Ahmed Qahtan, were announced the day after U.S. troops left Iraq last December as part of new allegations they played a role in an estimated 150 bombings, assassinations and other attacks during the height of sectarian violence following the 2003 U.S.-led invasion that ousted dictator Saddam Hussein.

Prosecutors said the attacks were carried out mostly by al-Hashemi's bodyguards and other employees, and largely targeted government officials, security forces and Shiite pilgrims. The Baghdad court sentenced both al-Hashemi and Qahtan in absentia to death. They have 30 days to appeal the verdict and could win a retrial if they return to Iraq to face the charges.

Al-Hashemi says his bodyguards were tortured into giving false statements and refuses to return if the retrial is held in Baghdad, accusing al-Maliki of controlling the judicial system. "I'm not going regardless of the time scale that has been offered to me," he said.

While he is on Interpol's most-wanted list, Turkey has shown no interest in extraditing al-Hashemi, straining diplomacy between the two neighboring nations.

Al-Hashemi, one of two vice presidents, was little more than a figurehead in the government, wielding almost no power under the constitution. The office was stripped of powers after a years-long rivalry between al-Hashemi and al-Maliki that peaked in 2009, when the vice president vetoed an election law in order to increase the political clout of his fellow Sunnis. A compromise was eventually reached, but al-Maliki was incensed by al-Hashemi's stubbornness at a time when fears were high that Iraq could again slide into sectarian-based conflict if its political factions were unable to work together.

In a statement on Monday, Iraq's President Jalal Talabani said the verdict against al-Hashemi could exacerbate tensions and instability.

"It is regrettable that at this specific time such a verdict is issued against him while he still occupies his post," said Talabani, a Kurd. "That can't help, and can only complicate, efforts aiming at achieving a national reconciliation."

In Washington, State Department spokeswoman Victoria Nuland cited "concerns about the way this has been dealt with" but declined to mention specifics. She said al-Hashemi still could appeal the decision, and that the U.S. would monitor the case going forward.

Whether or not he returns, Iraqi political analysts believe the verdict against al-Hashemi strengthens al-Maliki's power at a time his critics have accused him of sidelining rival Sunni and Kurdish lawmakers. As such, the prime minister could have a hard time shaking the perception that the trial was vulnerable to political pressure.

"The whole issue is supposed to be a legal one, but no one can deny that there is some politics in it," said Baghdad-based political analyst Khadum al-Muqdadi. "Now that the court finished its part, the scary thing is the possible ramifications and sectarian consequences in the Iraqi street. And all need to work to avoid that."

The idiosyncrasies of al-Hashemi, 70, had set him apart in Iraqi politics. His natty suits prompted U.S. Vice President Joe Biden in January 2011 to declare him as "the best dressed man in the Middle East." Al-Hashemi also frequently refers to himself in the third person, as he did Monday when he told reporters, "al-Hashemi has become the symbol of injustice in Iraq."

AP Exclusive: Memos show US hushed up Soviet crime

WARSAW, Poland (AP) ? The American POWs sent secret coded messages to Washington with news of a Soviet atrocity: In 1943 they saw rows of corpses in an advanced state of decay in the Katyn forest, on the western edge of Russia, proof that the killers could not have been the Nazis who had only recently occupied the area.

The testimony about the infamous massacre of Polish officers might have lessened the tragic fate that befell Poland under the Soviets, some scholars believe. Instead, it mysteriously vanished into the heart of American power. The long-held suspicion is that President Franklin Delano Roosevelt didn't want to anger Josef Stalin, an ally whom the Americans were counting on to defeat Germany and Japan during World War II.

Documents released Monday and seen in advance by The Associated Press lend weight to the belief that suppression within the highest levels of the U.S. government helped cover up Soviet guilt in the killing of some 22,000 Polish officers and other prisoners in the Katyn forest and other locations in 1940.

The evidence is among about 1,000 pages of newly declassified documents that the United States National Archives is releasing Monday and putting online. Historians who saw the material days before the official release describe it as important and shared some highlights with the AP. The most dramatic revelation so far is the evidence of the secret codes sent by the two American POWs ? something historians were unaware of and which adds to evidence that the Roosevelt administration knew of the Soviet atrocity relatively early on.

The declassified documents also show the United States maintaining that it couldn't conclusively determine guilt until a Russian admission in 1990 ? a statement that looks improbable given the huge body of evidence of Soviet guilt that had already emerged decades earlier. Historians say the new material helps to flesh out the story of what the U.S. knew and when.

The Soviet secret police killed the 22,000 Poles with shots to the back of the head. Their aim was to eliminate a military and intellectual elite that would have put up stiff resistance to Soviet control. The men were among Poland's most accomplished ? officers and reserve officers who in their civilian lives worked as doctors, lawyers, teachers, or as other professionals. Their loss has proven an enduring wound to the Polish nation.

In the early years after the war, outrage by some American officials over the concealment inspired the creation of a special U.S. Congressional committee to investigate Katyn.

In a final report released in 1952, the committee declared there was no doubt of Soviet guilt, and called the massacre "one of the most barbarous international crimes in world history." It found that Roosevelt's administration suppressed public knowledge of the crime, but said it was out of military necessity. It also recommended the government bring charges against the Soviets at an international tribunal ? something never acted upon.

Despite the committee's strong conclusions, the White House maintained its silence on Katyn for decades, showing an unwillingness to focus on an issue that would have added to political tensions with the Soviets during the Cold War.

___

It was May 1943 in the Katyn forest, a part of Russia the Germans had seized from the Soviets in 1941. A group of American and British POWs were taken against their will by their German captors to witness a horrifying scene at a clearing surrounded by pine trees: mass graves tightly packed with thousands of partly mummified corpses in well-tailored Polish officers uniforms.

The Americans ? Capt. Donald B. Stewart and Lt. Col. John H. Van Vliet Jr. ? hated the Nazis and didn't want to believe the Germans. They had seen German cruelty up close, and the Soviets, after all, were their ally. The Germans were hoping to use the POWs for propaganda, and to drive a wedge between the Soviet Union and its Western Allies.

But returning to their POW camps, the Americans carried a conviction that they had just witnessed overwhelming proof of Soviet guilt. The corpses' advanced state of decay told them the killings took place much earlier in the war, when the Soviets still controlled the area. They also saw Polish letters, diaries, identification tags, news clippings and other objects ? none dated later than spring of 1940 ? pulled from the graves. The evidence that did the most to convince them was the good state of the men's boots and clothing: That told them the men had not lived long after being captured.

Stewart testified before the 1951 Congressional committee about what he saw, and Van Vliet wrote reports on Katyn in 1945 and 1950, the first of which mysteriously disappeared. But the newly declassified documents show that both sent secret encoded messages while still in captivity to army intelligence with their opinion of Soviet culpability. It's an important revelation because it shows the Roosevelt administration was getting information early on from credible U.S. sources of Soviet guilt ? yet still ignored it for the sake of the alliance with Stalin.

One shows a head of Army intelligence, Gen. Clayton Bissell, confirming that some months after the 1943 visit to Katyn by the U.S. officers, a coded request by MIS-X, a unit of military intelligence, was sent to Van Vliet requesting him "to state his opinion of Katyn." Bissell's note said that "it is also understood Col. Van Vliet & Capt. Stewart replied."

MIS-X was devoted to helping POWs held behind German lines escape; it also used the prisoners to gather intelligence.

A statement from Stewart dated 1950 confirms he received and sent coded messages to Washington during the war, including one on Katyn: "Content of my report was aprx (approximately): German claims regarding Katyn substantially correct in opinion of Van Vliet and myself."

The newly uncovered documents also show Stewart was ordered in 1950 ? soon before the Congressional committee began its work ? never to speak about a secret message on Katyn.

Krystyna Piorkowska, author of the recently published book "English-Speaking Witnesses to Katyn: Recent Research," discovered the documents related to the coded messages more than a week ago. She was one of several researchers who saw the material ahead of the public release.

She had already determined in her research that Van Vliet and Stewart were "code users" who had gotten messages out about other matters. But this is the first discovery of them communicating about Katyn, she said.

Another Katyn expert aware of the documents, Allen Paul, author of "Katyn: Stalin's Massacre and the Triumph of Truth," told the AP the find is "potentially explosive." He said the material does not appear in the record of the Congressional hearings in 1951-52, and appears to have also been suppressed.

He argues that the U.S. cover-up delayed a full understanding in the United States of the true nature of Stalinism ? an understanding that came only later, after the Soviets exploded an atomic bomb in 1949 and after Poland and the rest of Eastern Europe were already behind the Iron Curtain.

"The Poles had known long before the war ended what Stalin's true intentions were," Paul said. "The West's refusal to hear them out on the Katyn issue was a crushing blow that made their fate worse."

The historical record carries other evidence Roosevelt knew in 1943 of Soviet guilt. One of the most important messages that landed on FDR's desk was an extensive and detailed report British Prime Minister Winston Churchill sent him. Written by the British ambassador to the Polish government-in-exile in London, Owen O'Malley, it pointed to Soviet guilt at Katyn.

"There is now available a good deal of negative evidence," O'Malley wrote, "the cumulative effect of which is to throw serious doubt on Russian disclaimers of responsibility for the massacre."

___

It wasn't until the waning days of Soviet hegemony over Eastern Europe that reformist leader Mikhail Gorbachev publicly admitted to Soviet guilt at Katyn, a key step in Polish-Russian reconciliation.

The silence by the U.S. government has been a source of deep frustration for many Polish-Americans. One is Franciszek Herzog, 81, a Connecticut man whose father and uncle died in the massacre. After Gorbachev's 1990 admission, he was hoping for more openness from the U.S. as well and made three attempts to obtain an apology from President George H.W. Bush.

"It will not resurrect the men," he wrote to Bush. "But will give moral satisfaction to the widows and orphans of the victims."

A reply he got in 1992, from the State Department, did not satisfy him. His correspondence with the government is also among the newly released documents and was obtained early by the AP from the George Bush Presidential Library.

The letter, dated Aug. 12, 1992, and signed by Thomas Gerth, then deputy director of the Office of Eastern European Affairs, shows the government stating that it lacked irrefutable evidence until Gorbachev's admission:

"The U.S. government never accepted the Soviet Government's claim that it was not responsible for the massacre. However, at the time of the Congressional hearings in 1951-1952, the U.S. did not possess the facts that could clearly refute the Soviets' allegations that these crimes were committed by the Third Reich. These facts, as you know, were not revealed until 1990, when the Russians officially apologized to Poland."

Herzog expressed frustration at that reply.

"There's a big difference between not knowing and not wanting to know," Herzog said. "I believe the U.S. government didn't want to know because it was inconvenient to them."

Retirement Planning: How do I coordinate investing and taxes within

Tax Considerations

Retirement accounts can grow tax deferred until withdrawal. ?Consequently, this is a good place for frequently traded securities, or to rebalance your assets without tax consequences. ?This also means that you should defer withdrawing these funds until required allowing you to earn as much from the deferral of taxes as possible. ?The price that you pay for this benefit is that all preferentially taxed items lose their preferential tax characteristics in a retirement plan.

For example, long term capital gains and Qualified Dividends are both taxed at maximum rates of 15% (currently through 2010). ?When these gains occur in an IRA, they are not taxed in the year that they occur or are received like taxable accounts. ?However, years later when they are withdrawn they are treated as ordinary income and maybe taxed at a maximum federal rate of 35%. ?The other price that you pay for the benefit of tax deferral of holding investments in your IRA is that your losses are not deductible in the year of the loss and cannot be used to offset gains that you have in your taxable accounts. ?Instead they just reduce the amount available for withdrawal and hence the amount taxed.

Although it is difficult for even the most seasoned financial planner to determine the proper allocation between a client's taxable accounts and IRA accounts, one approach might look like the chart on the next page.

Did Mitt Romney misrepresent his health-care proposals on 'Meet the Press'?

On 'Meet the Press,' Mitt Romney said one part of Obamacare he'd like to preserve is coverage for those with preexisting conditions. But 'continuous coverage' is key, his campaign stated later.

At issue is something the GOP nominee said during a discussion with host David Gregory about President Obama?s health-care reform law. Despite pushing similar state-based reforms when he was governor of Massachusetts, Romney opposes Obama?s health law, and has vowed to work to repeal it.

Romney told Gregory that he didn?t oppose the law in its entirety. He said there are parts of it that he?d like to duplicate in his own health plan.

?Of course, there are a number of things that I like in health-care reform that I?m going to put in place,? said Romney. ?One is to make sure that those with preexisting conditions can get coverage. Two is to assure that the marketplace allows for individuals to have policies that cover their family up to whatever age they might like.?

As to the preexisting conditions issue, under Obama?s Affordable Care Act, insurance companies can?t turn away prospective customers who already have health challenges. In return, they get lots of new customers from the law?s mandate that everyone has to have health coverage.

On NBC, Romney implied that he?d keep the first part of that equation while getting rid of the second, since he?s opposed to the individual mandate.

The problem is that isn?t the full story in regards to Romney?s position on preexisting conditions coverage. In fact, Romney is proposing something much different than the blanket preexisting conditions protections of Obama?s ACA.

Later in the day the Romney campaign issued a clarification to National Review.

?Governor Romney will ensure that discrimination against individuals with preexisting conditions who maintain continuous coverage is prohibited,? a campaign aide told National Review?s Katrina Trinko.

By ?continuous coverage,? the Romney team means just that ? people who already have health insurance can?t be booted off due to preexisting conditions.

Kuwait warns dissenters against protest rally

KUWAIT (Reuters) - Kuwait's Interior Ministry said on Sunday it would act firmly against any "unlicensed" protests in the country, a day before a planned demonstration outside parliament.

Opposition parliamentarians and activists have called for a rally at Erada Square on Monday to protest against possible changes to an electoral law which they say could weaken their chances at the next polls.

The government has asked Kuwait's top court to rule on a 2006 law that divides the country into five constituencies, saying the verdict is needed to protect against possible legal challenges to future parliamentary elections.

But some opposition figures say this is a bid to abolish the current boundaries and gerrymander victory in elections expected this year or next. The court is due to rule on the government's petition on September 25.

"Calls for organizing a rally, gathering and sit-in in al-Erada (Square) undermine security and threaten public order," the Interior Ministry said in a statement, according to state news agency KUNA.

The ministry "warned that it would act firmly against such unlicensed gatherings," KUNA said.

The ministry respects citizens' freedom of expression "provided they refrain from violating laws or carrying out acts against public security and others' freedom of expression," KUNA said, adding that penalties included imprisonment and fines.

While the OPEC member state has not experienced the kind of mass popular uprisings that have rocked the Arab region since last year, political tensions have grown.

With its elected legislature, lively political debate and media, Kuwait differs from most of its neighbors in a region mostly governed by autocrats who quash dissent.

But the Kuwait's ruling family retains its grip on state affairs. The emir picks the prime minister who in turn forms a cabinet, with the most important posts held by members of the royal family.

Some opposition figures have called for an elected government instead.

Around 3,000 Kuwaitis protested over the electoral law on August 27 at a peaceful rally at Erada with light police presence.

They also criticized a court ruling from earlier this year that effectively dissolved a parliament dominated by opposition lawmakers and reinstated the previous, more government-friendly, assembly.

At the height of frequent demonstrations last year over a political corruption scandal, tens of thousands of youth activists, opposition lawmakers and their followers took part in rallies, culminating in a brief storming of parliament in November.

Rootsy.com: Getting in Touch with Your Roots via Social Networking

rootsy.com

This week I was asked to try out a new social networking site called?Rootsy.com.? As soon as I discovered that it was a?genealogy tool and a way to track my family history, I was instantly intrigued.

My mother?s cousin, Bill Israel, has gone to great lengths to track her family?s history and has traced it back to?the 1700s.? He has documented all his findings and they are astounding. Our family started with a patriarch named Solomon Israel, who came to America from Amsterdam and declared ?I am named Solomon and I am Jewish? when he arrived. ?However, in his younger days, Solomon was married in St. George Episcopal Church, Nassau or Hempstead, New York, giving rise to a rumor that he really wasn?t Jewish after all. ?But Bill found his son,?Michael Israel, moving to Albemarle County, Virginia in about 1758, when he obtained a land grant. Separately, he found a historical record of the first synagogue in Charlottesville, the nearest settlement to Michael?s home in Albemarle County. He found the name of the current rabbi of that congregation and wrote an email. He returned his email almost immediately, with a reference to a document that described the early history of Judaism in Albermarle County, confirming our Jewish roots.

It didn?t stop there. ?Bill went on to document every family member and you have to see the family tree he has put together to believe it. ?It is thorough and tells the story of my family?s history. ?It is both colorful and overwhelming to be a part of something so grand. ?He holds family reunions every two years to celebrate our clan and he updates the tree every time new children are born.

He instilled an interest in my family tree years ago and when my grandparents were alive, I asked as many questions about their lives as I could. ?I wish I had asked them more. ?Bill must have done a zillion hours of research to find all the information he has under his belt.

With every family reunion, we get a letter requesting any changes in our family history ? births, deaths, and milestones. ?With today?s technology, you can only imagine how much easier it is becoming to track?genealogy?and, naturally, along has come Rootsy.com, a platform to look back at family history and track what is happening today. It enables all family members to join in and share information about their families so that everyone can keep up with each other?s lives and so that younger generations can learn more about where they come from. ?What?s nice about it is that it?s private, only for you and your family members, so you don?t have to broadcast your personal story all over your network. ?You can share?photos, videos, stories and shared events and not have to worry about them getting seen by your entire list of friends/family (like on Facebook). ?Plus, you can share with the knowledge that the people that you are connected with genuinely care about you. ?These are not superficial relationships.

All you have to do is login to the site and set up an account to start building your family tree. ?I was amazed at how easy it is to do. ?The tree starts with you and helps you build it out by adding relationships within one degree. ?I started with my parents, husband, kids and I am moving onto other relations. ?The site supports a variety of relationship types, including deceased family?members, divorces and same-sex couples. The image below is a sample of what the tree looks like on the site, please note that it is not mine.

rootsy.com

Once a family tree (or partial family tree is in place), the main activity on Rootsy becomes sharing among?family members. There are currently four types of content that can be shared: photos, videos, stories?and events. Content can range from special events like weddings, graduations, and family reunions to?everyday moments that the family may find interesting.

I?m really looking forward to delving into the platform further and getting my family involved. ?I did send several members an invitation, which I think they might have found confusing only because their inboxes are cluttered with invites and messages everyday. ?I think that it might require a phone call to explain the significance of joining me on this site. ?It is much more meaningful than being on Facebook or Twitter. ?You?re sharing a life full of real experiences that relatives want to know about in a more focused spotlight.

Disclosure: I was not compensated for this review. ?I wrote it because I am truly excited about this new social networking tool and wanted to share it with my readers. ?If you use it, please let me know what you think.

HEALTHY MEAL TIME! (epic Meal Time Parody)

six pack shortcut exposed: http://bit.ly/qEHTHQ Let me know what you think - @6packshortcut on twitter ** If you liked this video please FAVORITE, LIKE, and SHARE! It will really help us a lot to introduce people to healthy eating in a funny way...thanks :) -- Dan and I have been huge fans of the EpicMealTime YouTube channel for a while now. We love their videos...but unfortunately, we can't eat bacon covered chocolate cake or any of the other food they cook. So we decided to make a parody of Epic Meal Time...showing how we make our meals using the Zero Willpower Eating System. ABOUT THE ZERO WILLPOWER EATING SYSTEM: This video is meant to be dramatized and funny...but this is actually how we cook every week in the Six Pack Shortcuts system! It works like this: -- Cook a week's worth of healthy meals in advance (takes only 60 min including cleaning if you've got the system down) -- Just pop the meals in the microwave whenever you want a healthy meal! The Zero Willpower system was a huge breakthrough for me because: -- It's CONVENIENT...You don't have to cook individual meals and you save a huge amount of time. -- It's SIMPLE...once you know the 3 elements of a Zero Willpower meal, they're easy to put together -- It's CHEAP... You will save a ton of money by eating with the Zero Willpower system -- And most importantly...it MAKES YOU STICK TO YOUR DIET! Once you have cooked a week's worth of healthy meals, I guarantee you'll eat them! If you want to learn more about how you can get lean and ripped by using the Zero Willpower Eating system, check out this free video: http://bit.ly/qEHTHQ -- **Props to epicmealtime for inspiring this video. Your videos are awesome, and we'd love to do a real collaboration sometime! If you haven't seen their videos, check them out at: http://www.youtube.com/epicmealtime **Big props also to Adam Lyons for putting this video together. Adam had the idea for this video, directed it, filmed it, and edited it all himself...in one day! 1.5 carat meal: Man swallows diamond in Sri Lanka

(AP) ? A man visiting a gem exhibition in Sri Lanka's capital swallowed a 1.5 carat diamond in front of the owner and was taken by police to a hospital, where an X-ray showed the $13,000 stone inside him.

Exhibitor Suresh Wijekoon said the man was behaving suspiciously at his stalls and when he reached closer to the suspect, the man suddenly swallowed the diamond at his hand before Suresh alerted police at the exhibition venue.

Chou Wan, a 32-year-old from China, is in custody pending further investigation, police spokesman Ajith Rohana said.

An X-ray proved the diamond was inside Chou's body, said hospital director Dr. Anil Jasinghe at Colombo National, where the suspect was taken for the test.

Suresh, owner of Belgrade International Pvt Ltd, said the diamond weighed about 1.5 carats. It was worth 1.8 million Sri Lankan rupees ($13,636), Rohana said.

Sri Lanka does not mine diamonds but is renowned for other highly treasured gems. Facets Sri Lanka 2012 is the island nation's annual largest gem and jewelry exhibition and it attracts a large number of local and foreign buyers.

Computer Security Outsourcing London Uk Businesses

it outsource computer security outsourcing london uk businessesWith the emergence of economic crisis left and proper, businesses search for niches that make a lot of income inclding the option computer security outsourcing london uk businesses. Even though they desire to earn a lot more, they are doubtful about spending on additional costs or investments that do not promise substantial profit. This is the primary reason why most enterprise owners are attracted towards the a variety of outsourcing positive aspects as of late.

Outsourcing is now widely practiced in different industries. Outsourcing activities have three general forms. They are technologies services outsourcing, enterprise process outsourcing and understanding process outsourcing.

Sophisticated technologies and systems have craved their impact on the existing enterprise due to our fast-changing globe. Swift evolution of small business and economic models are driven by technological innovations. Companies are left with no option but to adjust to such alterations that they may survive the cut-throat competition in the market place.

The emerging technologies contain applications, electronic commerce, network infrastructures, telecommunications and web site development. Hiring extra personnel to carry out tasks concerning technologies would mean additional wages to pay for the company.

As a cost-cutting measure in-house staff may be necessary to carry out the above-mentioned tasks. However, they may well not be able to operate successfully as a result of the several responsibilities they handle at the same time. This proves that it is ideal to employ an outsource firm that specializes on technologies services. This can be surely additional cost-effective.

The effects of outsourcing also reached the unique business enterprise processes when the net boomed within the 90?s. Small business procedure outsourcing or BPO entails operational functions including accounting, customer service management, documentations, human resources, wellness care, insurance, logistics, manufacturing, and media outsourcing.

In BPO front workplace functions are customer-oriented just like promoting, customer service and technical assistance. Back workplace tasks are additional on internal operate like billing, payroll and buying. These tasks are generally outsourced to third party firm particularly once they are outside the core competency from the respective providers.

The current net advancements created additional operations available for outsourcing. They may be bookkeeping, consultancy, information entry, editing, medical transcription, multimedia and proof-reading.

The outsourcing kind which can be relative to BPO is expertise method outsourcing. This entails advanced research, analytical, and technical abilities. Service providers in this sort are expected to perform independently. In BPO, all processes are client defined. Meanwhile firms offering information processes are given managerial control. Several of the frequent expertise processes are pharmaceutical analysis and development, intellectual property investigation, content material writing, and database development services.

The greatest in the lots of outsourcing positive aspects is lower or low-cost personnel expenses. By outsourcing job duties to non-employees, a enterprise will not need to spend consistent wages or present extra employee positive aspects. Consequently, the firm may spend lower taxes since independent contractors or virtual assistants who complete the outsourced projects, pay their very own withholding taxes, social security contributions and wellness insurance fees.

One from the greatest disadvantages of outsourcing is undesirable outcomes. This can be particularly correct when a company hires a third-party firm to mass create a item. When the finished merchandise don?t meet high quality standards, the manufacturing method should be repeated ? wasted materials and time.

Outsourcing has opened consumer service jobs in foreign countries. Quite a few huge corporations which includes credit card organizations, shopping networks and laptop manufacturers are taking this step. Lack of communication may well spring out from this. It might be incredibly frustrating for a consumer who?s talking to a client service representative about a consumer service concern which the latter cannot entirely
fully grasp. Language barrier just causes more frustration and does little to solve the problem.

When 1 with the positive ?computer security outsourcing london uk businesses?advantages is job opportunities for people living in a country with an inflated unemployment rate, it causes the number of jobless people to improve within the countries where the outsourced tasks come from.

Agricultural Marketing Service - USDA Restricts Three PACA ...

AMS No. 202-12

?

Nadine Wilkins (202)720-8998

?

WASHINGTON, Sept. 7, 2012 ? The U.S. Department of Agriculture (USDA) has imposed sanctions on three produce businesses for failure to pay reparation awards issued under the Perishable Agricultural Commodities Act (PACA).

?

The following businesses and individuals are currently restricted from operating in the produce industry:

?

--Luis Cantu, d/b/a K C Produce operating out of Hidalgo, Texas, for failing to pay a $14,672 award in favor of a Texas seller. As of the issuance date of the reparation order, Luis Cantu was listed as the sole proprietor of the business.

?

--America Growers Association LLC operating out of Vernon, Calif., for failing to pay a $14,136 award in favor of a California seller. As of the issuance date of the reparation order, Albert Huang was listed as a member of the business.

?

--Ferrey Produce Inc. operating out of Miami, Fla., for failing to pay a $14,699.05 award in favor of a Miami seller. As of the issuance date of the reparation order, Willie Ferrey was listed as the officer, director, and major stockholder of the business.

?

PACA provides for an administrative forum to handle disputes involving produce transactions; this may result in a reparation order being issued that requires damages to be paid by those not meeting their contractual obligations in buying and selling fresh and frozen fruits and vegetables. The USDA is required to suspend the license of a business that fails to pay PACA reparations awarded against it as well as impose restrictions against those principals determined to be responsibly connected to the business when the order is issued. Those individuals, including sole proprietors, partners, members, managers, officers, directors, or major stockholders, may not be employed by or affiliated with any PACA licensee without USDA-approval.

?

The Agricultural Marketing Service (AMS), PACA Division, regulates fair trading practices of produce businesses operating subject to the PACA, which includes buyers, sellers, commission merchants, dealers, and brokers, within the fruit and vegetable industry. All oversight of actions related to the PACA are conducted by the AMS, an agency within the USDA.

?

In fiscal year 2011, USDA resolved approximately 2,000 claims filed under the PACA involving $31 million. This is just one more way the USDA continues to support the fruit and vegetable industry.

Less than three weeks since the senseless and brutal attack on T.C. Maslin, and yet, someone else was attacked in the same general area on Tuesday in the early-morning hours.
According to a report from ABC 7 News, a man was attacked around 2:30 a.m. about four blocks away from where Maslin was beaten and eventually found unconscious on a porch.
According to the Metropolitan Police Department listserv, the incident occurred in the 300 block of North Carolina Avenue, SE. This time, however, the victim was able to make it home and call police to report the incident.
We will update this post with more information as we find out details from MPD on the attack, and whether there is a connection to the Aug. 17 incident involving Maslin.
In July, well-known D.C. political strategist and Fox News contributor negro, David Mercer, also suffered a brain injury during an attack about seven blocks north of the site where Mr. Maslin was found. In that case, which police, under Jew orders, covered up the crime with the Jew media,? consider it an assault rather than a robbery, the negro victim suffered a severe cut to the back of his head during an attack outside a 7-Eleven on Maryland Avenue Northeast after his cellphone NEGROES ALWAYS ROB VICTIMS--JEWS MAKE SURE IT IS A ROBBERY IF THE PERSON IS WHITE, AND USE THE TRUTH, "ASSAULT" WHEN NEGROES ARE ATTACKED.
The 29-year-old White man who was found beaten on the front porch of a home by Jew-powered, "kill hte White man" Obama negroes in Capitol Hill on Saturday has undergone two surgeries on his brain but his wife said he was able to squeeze her hand from his hospital bed Monday morning.
?I think this is an hour to hour situation,? Abigail Maslin said in a telephone interview from the hospital. She said her husband, Thomas C. Maslin, is ?fighting right now? to stay alive and recover.

?The first day of this was an absolute nightmare,? said Maslin, a 30-year-old 4th grade teacher at the Brent Elementary School in Capitol Hill, which makes her a well known fixture in the neighborhood southeast of the U.S. Capitol. ?I am not focusing on what happened to him, but on helping him recover.?
?Maslin, White,? was found about 8:30 Saturday morning unconscious on the front porch of a home in the 700 block of North Carolina Ave., around the corner from Eastern Market.

Jobs for Military Vets to Rebuild Fisheries

Coho salmon juveniles John McMillan | NOAA via FlickrCoho salmon juveniles: John McMillan | NOAA via Flickr

NOAA announced yesterday a plan to provide jobs and training for military vets to restore habitat and monitor fisheries in northern California. The program will be jointly run with the California Conservation Corps and and the California Department of Fish and Game.

Veterans will start the year-long job by taking courses in how to collect data. In October they'll begin monitoring river restoration sites designed to increase spawning and rearing habitat for populations of endangered coho salmon in Humboldt, Del Norte, and Mendocino counties. The restored streams should help Chinook and steelhead trout as well. Vets will also get training and experience in firefighting.

"This is a win-win for everyone," said Eric Schwaab, NOAA's assistant administrator for fisheries. "Military veterans have tremendous skills to offer, and by helping to restore fish habitats they will be supporting the important role of commercial and recreational fishing in the economy. Restoration jobs pay dividends twice, first because they put people to work immediately, and then because restoration benefits our fisheries, tourism, and coastal communities for years to come."

Sounds like a fun outdoor job. The program combines President Obama's Veterans Job Corps Initiative and America's Great Outdoors.

Interested veterans can call Tina Ratcliff at the California Conservation Corps at 916-341-3123, or email tina.ratcliff@ccc.ca.gov. Training begins Monday 17 September.?

HootSuite Knocks Out Twitter-Tool Competitor ... - Business Insider

HootSuite today announced that it has acquired Seesmic, the maker of a competing tool for managing Twitter accounts.

Terms of the deal were not disclosed.

But it's not an acquire-hire deal,?HootSuite CEO Ryan Holmes told Business Insider. Seesmic founder and French startup pioneer Loic Le Meur won't be joining HootSuite, though he's staying on through the transition.

Holmes also wasn't sure how many of Seesmic's dozen or so remaining employees would be coming to HootSuite.

"We're still determining which employees we'll bring over," Holmes said. "At this point the primary value of the acquisition is the user base. We'll be transitioning Seesmic users to our product."

Seesmic founder Loic Le Meur is calling it quits.

Seesmic has several hundred thousand users, but HootSuite is really only interested in the business customers.

"The pure consumer users, we'll be directing them toward Twitter and Facebook's" original websites and apps, Holmes said.

While Holmes wouldn't lay the blame directly at the feet of Twitter's new rules for developers, which limit access to consumer-oriented Twitter tools, those rules were the nail in Seesmic's coffin.

Seesmic was struggling prior to this. In March, it laid off 18 staffers, more than half the team. Le Meur offered a heartfelt and very public apology about it at the time.

?The best I could do wasn?t very good,? he said to VentureBeat. ?I give myself a D-minus.?

Holmes and Le Meur were buddies. Although they began as rivals, it turned into "a friendly competition. We would go running together and talk about the industry from time to time," he said. So the topic of buying Seesmic wasn't a completely new idea.

As Seesmic struggled, HootSuite, with its emphasis on business users, flourished. Including its free users, HootSuite has 5 million global users. It counts 79 of the Fortune 100 as paid customers. On the list: McDonald's, PepsiCo, Virgin, Fox, and Sony Music.

Last week, HootSuite was one of 12 companies that Twitter officially blessed as a certified partner, too.

HootSuite, which is based in Vancouver, British Columbia, will likely retain Seesmic's San Francisco office, as increasing its Bay Area presence was on the company's to-do list.

Consolidation continues to happen in the Twitter tool market, with big players like Buddy Media and Taleo already snapped up by Salesforce.com and Oracle, respectively, for hundreds of millions of dollars.

Holmes told Business Insider that offers have been pouring in for HootSuite, too?big offers. But he hasn't heard a number that makes him want to sell.

With the addition of Seesmic's customers, HootSuite is in its own sweet spot to be acquired for that irresistible price.

"We've had people reach out to us on the acquisition front," Holmes said. "At this point I'm focused on continuing to evolve the business through the end of year and beyond."

York Cancer Scientists Discover Link Between Prostate Cancer and Vitamin A

6 Sep 2012 --- Professor Norman Maitland, who was awarded ?2.15m by Yorkshire Cancer Research a year ago to continue his groundbreaking research into prostate cancer, has found that a prostate specific gene is under the control of retinoic acid a derivative of vitamin A.

The discovery, which is published in the scientific journal Nucleic Acids Research, means that it will now be possible to test whether retinoic acid, if given therapeutically, can force prostate cancer stem cells to develop into more specialised cells a process known as differentiation which could kill them or render them more susceptible to chemotherapy.

All-trans retinoic acid therapy (ATRA) is already used in another cancer acute promyelomcytic leukaemia (APL) and has been hugely successful in improving survival rates from 0% to 80%.

Nearly 41,000 men are diagnosed with prostate cancer every year in the UK, and although around 80% survive for five years or more, 10,000 men die annually.

Professor Maitland, Director of the YCR Cancer Research Unit in the Department of Biology, said: ?It has been known for many years that low vitamin A in samples of blood is associated with prostate cancer, but nobody knew the mechanisms involved. We have revealed a functional biological link between retinoic receptor expression and our laboratory models of prostate cancers.

?Specifically, the gene we have investigated the prostate transglutaminase (TGP) is one of the most prostate-specific genes known from the 28,000 in the human genome. We have shown that the TGP gene is controlled by the retinoic acid signalling pathway.

?When retinoic acid gets into a prostate cancer cell, it binds to one of three receptors in the nucleus of the cell. This binding then triggers a sequence of molecular events inside the nucleus which results in the TGP gene being turned on or off. We have shown that the same situation also applies to a number of other genes. All of these genes then tell the cell how to behave to divide for example.?

In a separate review article published in Nature Reviews Urology, Professor Maitland argues that differentiation therapies have previously been misused in cancer treatments, but that used in lower doses, they could be a realistic treatment option.

He said: ?Oncologists have been using agents such as retinoic acid as toxins. What we need to do is use them at lower doses so that they change the properties of the susceptible cells. However, they may affect normal stem cells and some cells may react unpredictably, so we need to investigate what happens before we try the treatment on patients. This will now form part of our experimental approach in York.?

Professor Maitland and his team at the University?s YCR Cancer Research Unit achieved international recognition in 2005 when they became the first to identify prostate cancer stem cells, which are believed to be the ?root cause? of prostate cancer and can survive and repair damage to tumours treated with chemotherapy and radiotherapy.
